Oftentimes they move from the southwest to the northeast (and sometimes from the south to the north), thereby bringing lots of moisture inland from the very warm Gulf of Mexico.

I suspect this question is based on a misconception that refineries merely separate crude oil into the chemical components that are already present in the raw crude. Refineries do a lot more than that. They are chemical manufacturing plants for which crude oil is the raw material. See Andrew John Dodds' answer.

Good question, but arable is hard to define. Maybe you find stats for the Soil-Adjusted Vegetation Index or similar indices used in agronomy over time for the affected areas. Don't know enough about agronomy etc. to help here much + it's uncertain that the data is even there.

For this storm, the UK geomagnetic observatory network gives a good idea of how the effect seen depends on where you are. Compass angles (positive West, negative East) measured at BGS Lerwick, Eskdalemuir and Hartland observatories during 2003-10-29 and 2003-10-30.

Aug 28, 2017 · It was a bit more than a meter. Nederland, Texas received 60.58 inches of rain (over 1.5 meters) from Harvey. I would have responded to this question much earlier, but I just ran across it, and my power was out thanks to Harvey when this question was posted. And then I was busy for months recovering from the flooding caused by Harvey.
