California Gov. Gavin Newsom signed a law to help combat soaring gas prices amid his ongoing battle with the oil industry.

The measure, which passed the California Assembly with a 41-6 vote, allows the state’s energy commission to set new laws around fuel storage and refinery maintenance. Opponents of the bill — including four democrats who voted against the legislation — argue that it will actually raise prices for consumers.
